Sen. Doug Mastriano, a Republican representing Franklin and Adams Counties, sponsored S.B. 89 this session. The bill, which was signed into law by Gov. Josh Shapiro earlier this summer, expands who is required to report on overdoses.

In a previous session, Mastriano sponsored a bill that created a state wide database about overdoses; giving more details on where they were happening and when. The bill was signed into law, but only required state police to report in a timely manner to the database.

S.B. 89 for this session expanded the existing law to require emergency service providers to also file a report in the database when they respond to an overdose. There was concern from ambulance agencies that it would be extra bureaucratic paperwork, but a compromise was reached of giving EMS 72 hours to make the report after an incident.
