Florida business owner faces charges for operating a human trafficking ring under the guise of massage parlors in Pennsylvania, including one in Millcreek, as well as others in Florida and Virginia, according to Pennsylvania Attorney General Josh Shapiro.

David C. Williams, 41, of Pensacola, was arrested and charged with using interstate facilities for purposes of racketeering, conspiracy to commit money laundering, and the harboring of illegal aliens for commercial advantage or private financial gain.

Williams is accused of exploiting undocumented women and offering sexual acts for money during massages at his parlors.

“The defendant allegedly used his businesses to exploit women in several different states and force them into prostitution purely to line his own pockets,” said Attorney General Shapiro.

Nine search warrants were executed Thursday at locations including 1407 Massage on Peninsula Dr. in Millcreek Township.

Erie News Now was the first to report State Police troopers with the Bureau of Criminal Investigation were seen Thursday entering and exiting the business carrying evidence, like boxes and paperwork.

Other warrants were executed in Turtle Creek, Carnegie, Jeannette, Bridgeville and McKees Rocks at the following locations:

  • Thai Massage - 39 W. Main St. Carnegie, PA 15106
  • Massage 10 - 6545 US 30 Jeannette, PA 15644
  • Thai Massage - 423 Chartiers St. Bridgeville, PA 15017

The Pennsylvania Office of Attorney General, Pennsylvania State Police and Pittsburgh FBI led the investigation into the organization’s operations in Pennsylvania. Agents executed multiple federal search warrants in Pensacola, Gulf Breeze and Gainesville, Fla.

A tip received by the National Human Trafficking Hotline prompted the investigation.
