The ANNA Shelter Cruelty Division and Pennsylvania State Police are investigating after a dog was found abandoned and suffering from frostbite on Shades Beach in Harborcreek Friday afternoon.

Someone first saw the dog “in distress,” and it was found with a 16 pound tow chain around his neck and a basket muzzle so tight around his face it was embedded behind his ears, according to the ANNA Shelter.

The dog also suffered severe frostbite around his eyes and muzzle.

He went “into the shelter with a loose wagging tail and seemingly happy temperament,” the shelter said.

A veterinarian was able to evaluate the dog and get him started on pain medication to help him begin to heal.
