When Donald Trump flipped Erie County red in 2016, he did it with the votes of moderates, Democrats who felt their party had drifted and left them behind.

When Joe Biden visited Saturday, he had a simple message for those disenchanted voters.

"I'm back." he said. "Joe Biden has always gotten that support overwhelmingly. And as I've said, I view things from the perspective of Scranton and Erie, not from Wall Street."

Biden knows he'll do well in City of Erie, but he hopes to gain votes in rural areas too, saying the president's trade deals have hurt rural America, and he has a plan to bring life back to farms.

"What I will do it make sure that we invest in things that will make farmers real money," Biden said. "Beyond the products they have now, we're gonna make sure they have significant advantage to put more land in conservation and get paid to put it in conservation."

As for local business owners rocked by the pandemic, Biden says they need stimulus money that's currently tied up in bureaucracy, and he says owners should be paid so they don't have to close for good.

When asked if he would ever order a second shutdown, his answer was simple: no. 

"No. Look he's the guy who shut it down. He has no plan. Think about that. None at all, except for a miracle that's on it's way, and 210,00 people are dead because of this negligence," Biden said.
