The Pennsylvania Senate has unanimously approved Senate Resolution 119, introduced by Sen. Michele Brooks (R-50), urging Congress to restore whole and 2% milk to school cafeterias across the nation.

The bipartisan resolution supports the federal Whole Milk for Healthy Kids Act of 2025 (H.R. 649) and seeks to reverse federal guidelines from the 2010 Healthy, Hunger-Free Kids Act, which removed whole milk and limited other milk options in schools.

“For far too long, we've denied children access to one of the most complete and natural sources of nutrition,” Brooks said. “It’s time to restore common sense to school nutrition.”

Brooks highlighted declining milk consumption and increased waste since the restrictions took effect, and emphasized the impact on student health and Pennsylvania’s dairy farmers.

A recent survey in Union City School District found milk consumption could rise by 50% and waste fall by 95% if students were given more choices.

“Let our kids drink milk again,” Brooks added, thanking fellow senators for their support.
