Former Chief Detective Thomas Kibbey has been charged with two third-degree felony counts of sexual intercourse / contact with a person in custody by a peace officer.

The charges were filed by the Pennsylvania Attorney General’s Office on Thursday, June 12th. Kibbey was arraigned the same day before Magisterial District Judge Laura Bauer. Bail was set at $50,000, and a preliminary hearing is scheduled for June 25th.

Kibbey resigned from his position in March after the Warren County District Attorney’s Office received a complaint alleging possible misconduct.
District Attorney Rob Greene previously addressed the investigation, saying that although his office typically does not comment on active cases, he felt compelled to speak out due to rumors circulating on social media.

The state Attorney General’s Office later confirmed that it received a referral in the matter but has not released further information.

Since the charges were filed, Judge Gregory Hammond has issued three orders related to the case. The orders require both the Attorney General’s Office and the District Attorney to provide all investigative materials to Kibbey’s defense team. This includes interview transcripts, recordings, written statements, and any other related documentation.

Hammond also mandated that any newly discovered evidence be promptly shared with the defense. A request from prosecutors to overturn that order was denied.
