The Pennsylvania House of Representatives has passed a historic bill to boost funding for public transportation, aiming to deliver nearly $300 million in new support for transit systems across all 67 counties.

The Public Transportation Trust Fund Transfer Act, introduced by Rep. Ed Neilson (D-Philadelphia), reallocates existing state sales tax revenues to increase transit funding from 4.4% to 6.15%, without raising taxes. The plan aligns with Governor Josh Shapiro’s budget and is projected to generate $1.5 billion over the next five years.

“This is the most significant transit funding increase in over a decade,” Neilson said. “It protects essential services, jobs, and riders without increasing taxes.”

In addition to transit, the legislation includes $500 million for road and bridge repairs.

The measure also authorizes the governor to create a Transportation Funding Advisory Commission to deliver a long-term strategy by January 2026.

The bill now heads to the Senate for consideration.
