Warren County DA Drops Charges in Multiple Cases After Former Chief Detective Charged with Felonies
District Attorney Rob Greene announced today the withdrawal of charges in at least 11 criminal cases following felony charges against former Chief County Detective Thomas Kibbey.
Kibbey has been charged with two third-degree felony counts of sexual intercourse/contact of a person in custody by a peace officer, a serious offense that has triggered a wide-reaching review of the cases he was involved in.
“This office will not, and cannot, stand behind prosecutions that have been compromised by the very person entrusted to uphold the law,” Greene said. “As a result of the investigation and the criminal charges filed against Detective Kibbey, and in the interest of justice, today I have filed motions to withdraw criminal charges in 11 cases in which Kibbey played a significant role in the investigation or arrest.”
Greene emphasized that his office is also actively reviewing other cases where Kibbey’s role may have been minor or peripheral. Each will be evaluated individually to determine if it is still appropriate to proceed.
“A DA's obligation is not only to prosecute crime, but to do so fairly with unwavering respect for the Rule of Law,” Greene stated. “Above all, honor and integrity must be preserved in the criminal justice system. I will not allow the misconduct of one officer to undermine the justice system as a whole in Warren County.”
The criminal investigation into Kibbey remains ongoing.
