With overwhelming bipartisan support, the Pennsylvania Senate has passed Senate Bill 88, landmark legislation that eliminates out-of-pocket costs for diagnostic breast imaging, helping ensure timely detection and treatment for all Pennsylvanians, regardless of financial status.

Sponsored by Sen. Frank Farry (R-6) and Senate President Pro Tempore Kim Ward (R-39), SB 88 builds on the success of Act 1 of 2023, which provided no-cost preventive breast screenings for individuals at high risk.

This latest measure would now also cover diagnostic tests, like follow-up mammograms, MRIs, and ultrasounds, for patients who receive abnormal screening results.

Coverage would be expanded to include average-risk individuals as well.

Key Highlights of SB 88:

   •Removes patient costs for diagnostic breast imaging (including follow-ups to screenings).

   •Expands eligibility beyond high-risk individuals to include all patients, regardless of risk.

   •Aligns Pennsylvania law with federal health guidance and brings the state in step with 26 others that offer no-cost supplemental screening.

   •Has received no opposition from insurers and is supported by the PA Breast Cancer Coalition and the American Cancer Society.
