Kibbey Case Triggers Dismissals, K9 Decision

Warren, PA - In the wake of criminal charges filed against former Warren County detective Thomas Kibbey, both the Warren County District Attorney’s Office and the County Commissioners have issued new statements regarding the impact of the investigation.
District Attorney Robert Greene confirmed in a recent press release that charges are being dropped against at least 11 criminal defendants due to Kibbey’s involvement in their cases. Greene said the office is also actively reviewing other cases in which Kibbey may have played a minor or peripheral role.
Kibbey is currently facing two third-degree felony charges of peace officer sexual intercourse or contact with a person in custody or detention. The investigation into his actions remains ongoing.
Meanwhile, the Warren County Commissioners addressed public questions surrounding Kibbey’s former K9 partner, Officer Dina. In a statement this week, the commissioners said K9 Dina has officially been retired due to her age and the circumstances surrounding Kibbey.
"K9 Dina is nine years old, and before these unfortunate circumstances happened, her retirement had been discussed, as it's not safe for the dogs to be actively working at an advanced age," Warren County Commissioner, Ken Klakamp said. "So, we followed what other counties have been doing with their K9's and we retired her."
Commissioner Klakamp went on to address the public's concern for Dina by stating,"K9 Dina was an employee of the County so when we retired her, we had to consider where she should go. As she is still an active dog with drug and bomb sniffing capabilities, we felt that it would be best for her to live out the rest of her days with someone who understands what she needs. So, with that in mind she was returned to the family of her former handler, whom she has spent the last eight or so years of her life residing. This was not done as a reward, by no means - especially with what happened. This was done with her welfare in mind."
Officials added that while there have been discussions about bringing in a new K9 officer to the Drug Task Force, no official decision has been made at this time.
