Four individuals, including the owner of an Erie-based fitness and spa business, have been charged with operating a commercial sex ring under the guise of a legitimate enterprise.

According to Pennsylvania Attorney General Dave Sunday, Tina Silveus, owner of Totally You Fitness and Spa at 1812 Peach Street, and three of her family members, her children Keyvon Silveus and Corrine Wilcott, and son-in-law Roscoe Carroll Sr. are all facing multiple felony charges.

These include corrupt organizations, promoting prostitution, dealing in proceeds of unlawful activities, and conspiracy.

In addition, 52 alleged sex buyers tied to the operation have been charged. Those cases will be prosecuted by the Erie County District Attorney’s Office.

“This proposed fitness center was actually a highly organized commercial sex-selling operation,” said AG Sunday. “The defendants exploited vulnerable individuals, those facing homelessness or addiction, and trained them not to disclose the nature of the work.”

The charges follow a recommendation by the 51st Statewide Investigating Grand Jury, which found that between 2016 and 2024, 20–30 individuals were employed at the business as commercial sex workers. Despite being presented to the public as massage therapists, none of the employees held valid massage therapy licenses.

The investigation revealed that employees were given stage names, paid primarily through tips for sexual services, and instructed to avoid disclosing the true nature of their work or income.

When police executed a search warrant, they discovered a customer logbook, condoms, and other materials associated with commercial sex activity.

“These arrests are part of our continued effort to confront and dismantle the cycle of exploitation created by commercial sex trafficking,” said Erie County District Attorney Elizabeth Hirz. “We are committed to investigating both the suppliers and the demand side of these criminal enterprises.”

The investigation was carried out by the Pennsylvania State Police Organized Crime Unit, Erie County Detectives, the Office of Attorney General Human Trafficking Section, and the 51st Statewide Investigating Grand Jury.

The case against the business operators will be prosecuted by Assistant Chief Deputy Attorney General Summer Carroll, while Chief Deputy District Attorney Steven Liboski will handle the prosecution of the alleged sex buyers.

All defendants are presumed innocent until proven guilty in a court of law.
