State Reps. Pat Harkins and Bob Merski, both D-Erie, are applauding the Pennsylvania House Gaming Oversight Committee’s approval of legislation that would give casinos across the state, including Erie’s Presque Isle Downs & Casino, more flexibility to meet current market demands.

Senate Bill 840, which now heads to the full House for consideration, would reduce the required number of slot machines at Category 1 and Category 2 casinos from 1,500 to 1,000.

“Presque Isle Downs & Casino supports hundreds of local jobs and generates millions in tax revenue for our community,” said Harkins. “This bill modernizes outdated requirements and allows casinos to operate more efficiently based on customer demand, protecting both payrolls and local funding streams.”

Merski noted that changing market dynamics, including growing out of state and online competition, necessitate greater flexibility for Pennsylvania’s casinos.

“When our gaming law was written, there wasn’t nearly the competition we see today,” Merski said. “This bill gives our regional casinos the ability to adapt without compromising oversight or consumer protection. It’s a win for workers, for local governments, and for taxpayers.”

Under the proposal, the Pennsylvania Gaming Control Board would still be responsible for reviewing and approving all gaming floor changes.

Supporters say the measure balances regulatory accountability with economic development, especially for midsized venues facing increased competition and evolving customer preferences.

If passed, S.B. 840 would bring Pennsylvania more in line with industry standards while helping venues like Presque Isle Downs remain viable contributors to the local economy
