Voices for Independence Speaks Out Against Federal Budget Cuts Impacting Disability Services
Voices for Independence (VFI), a leading nonprofit serving individuals with disabilities across 27 Western Pennsylvania counties, is voicing strong opposition to the newly passed federal budget reconciliation bill, known as the "Big Beautiful Bill."
The legislation includes nearly $1 trillion in cuts to Medicaid, raising alarm for advocates and families who rely on Medicaid funded services to live independently.
“These aren’t just theoretical concerns. We are talking about people’s lives,” said Shona Eakin, CEO of VFI. “These services are what allow people to thrive in their communities, go to work, and live with dignity.”
VFI points out that the legislation could directly jeopardize Home and Community-Based Services (HCBS), a Medicaid funded option that allows individuals to receive care in their homes rather than in nursing facilities.
HCBS, while vital to independent living, is considered an “optional” Medicaid service and thus vulnerable to funding reductions. Medicaid currently guarantees only nursing home placement.
“Individuals are scared,” said Eakin. “They’re scared of losing their personal care attendants, scared of losing access to medications, and scared of food insecurity.”
Pennsylvania will now have to decide how to handle the funding cuts, and disability advocates worry that HCBS will be one of the first services impacted.
In rural communities, where healthcare access is already limited, the ripple effects could include hospital closures, longer wait times, and loss of essential care, for both Medicaid recipients and the general public.
Eakin emphasized that VFI’s stance is not politically motivated. “We believe that every person, regardless of party affiliation, can agree that people with disabilities deserve access to the care they need.”
Although the Medicaid cuts will not take effect until late 2026, VFI says many are unsure whether they’ll be able to stay in their homes, keep their jobs, or afford vital medications.
“We stand with every American feeling the weight of this decision,” said Eakin. “We will continue to advocate for you and support you.”
