New state bill is delivering protection for small businesses and equipment rental companies across Pennsylvania. Introduced by State Representatives Pat Harkins and Bob Merski, the legislation ensures renters of construction equipment aren't left unpaid when contractors fall short.

“We want to make sure that people that rent their equipment get it back. If somebody leases me a car and I turn it back in, I want to make sure I do the best that I can to put it in as good a condition or better,” said Pat Harkins.

We spoke with Saliena Balos, Executive Director of R.E. Gregg — the Erie-based equipment rental company that first brought this issue to Representative Pat Harkins' attention.

“There are people that just skip out on the bill, and there are people that have filed bankruptcy. We had a situation where not only did they not pay the bill, but they also caused damage. And it was a significant piece of equipment, and so that could get into the six figures very easily,” said Saliena Balos, Executive Director at R.E. Greig.

Inspired by stories like hers, Harkins introduced the bill to protect businesses that play a critical role in construction projects across the state.

“I think as people start to understand our industry more, I think that more advancements will happen,” said Balos.

Bob Merski added, “Too many Erie businesses have been left in limbo because the law treated rented heavy equipment like an afterthought.”
