City of Warren Opens Safe Exchange Zone to Public

Warren, PA – The City of Warren has established a new Safe Exchange Zone along Hickory Street to give residents a secure location for child custody transfers and online transactions.
The monitored area is located behind the City Building near the Warren Area Student Union and is under 24/7 video surveillance. The goal is to provide a neutral, public space where people can safely meet—especially for situations that may involve unfamiliar individuals or sensitive exchanges.
The idea for the zone came from Warren Police Sergeant Joseph Bees and quickly gained support from city leaders.
“The idea for a Safe Exchange Zone came from Sergeant Joe Bees, who approached me with this concept,” said City Council Member Phil Gilbert. “Now the city and it's residents will have a secured and monitored area not only for child custody exchanges, but online shopping exchanges as well."
The zone is open to the public and available at any time. City officials say it’s a simple but effective way to promote safety and peace of mind in the community.
Residents are encouraged to use the space for custody arrangements or when meeting someone to complete an online sale or purchase.
