PennDOT Seeks Public Input on Planned Roadway Improvements in Warren

The Pennsylvania Department of Transportation (PennDOT) is inviting public feedback on an upcoming roadway improvement project slated for the City of Warren in Warren County.
The project involves upgrades to Lexington Avenue and South Parker Street, including resurfacing and accessibility improvements. Asphalt will replace existing concrete on Lexington Avenue from approximately 510 feet northwest of South Parker Street to its intersection with South Parker Street. On South Parker Street, the concrete surface will be replaced in kind between Lexington Avenue and Pennsylvania Avenue East.
Curb ramps will also be reconstructed to meet current ADA standards, enhancing pedestrian accessibility.
The paving project is funded through the Local Federal Aid Route (LFAR) program, which provides federal assistance to municipalities through PennDOT. Construction is expected to take place during the 2026 season, with a detour planned using Lexington Avenue, Conewango Avenue, and Pennsylvania Avenue to maintain traffic flow during the work.
Community members with questions or who would like to request project plans or offer input are encouraged to contact PennDOT Project Manager Kyle Barker at kybarker@pa.gov or 814-678-7166.
The comment period also serves as an opportunity for the public to provide feedback on the project’s potential impacts to cultural and historical resources, in accordance with Section 106 of the National Historic Preservation Act.
