Warren Scout Leader Charged Following Alleged Incident Involving Minors

Warren, PA – A 24-year-old Warren man who served as a local Boy Scout leader is facing multiple criminal charges following allegations that he provided alcohol to minors and exposed himself during a gathering at his home.
According to the criminal complaint, Ryan Zavinski has been charged with three counts of corruption of minors – defendants aged 18 or above, four counts of corruption of minors, and three counts of indecent exposure.
The charges stem from an alleged incident that occurred between June 8th and June 9th at Zavinski’s residence in the City of Warren. Police say several juvenile members of a Boy Scout troop were invited to Zavinski’s home after an Eagle Scout ceremony.
It is alleged that Zavinski provided the minors with alcohol and suggested playing a strip version of a board game, during which participants— including Zavinski — were nude at various times.
The City of Warren Police Department launched an investigation after receiving calls from two parents who said they had received an unusual phone call from Zavinski, in which he praised their children’s intelligence. The parents contacted another scout leader, who reportedly told them Zavinski had admitted to hosting the gathering and exposing himself, during a conversation at a Fourth of July party.
On July 24, forensic interviews were conducted with several juveniles at the Children’s Advocacy Center. According to the affidavit, the juveniles confirmed that they had been given alcohol at Zavinski’s home and that Zavinski was nude during the game. They also stated that this was not the first time they had been to his home, but it was the second time alcohol had been provided.
Zavinski was arraigned before District Judge Laura Bauer and released on his own recognizance.
