Deluzio Among Those Reintroducing $200 Billion 'All Aboard Act' to Modernize U.S. Rail Network
Congressman Chris Deluzio (D-PA-17) and Senator Edward J. Markey (D-MA) have reintroduced the All Aboard Act, a sweeping proposal that would invest $200 billion over five years to revolutionize the nation’s rail infrastructure.
The bill aims to expand high speed rail, electrify polluting rail corridors, modernize railyards, and invest in a skilled rail workforce, all while embedding strong labor protections.
“In 2025, the people of this great country should have a rail system that is safe, fast, affordable, and keeps the economy moving,” Deluzio said. The bill reflects his ongoing work on the House Committee on Transportation and Infrastructure, where he leads and co-leads several major rail safety efforts.
Highlights of the All Aboard Act:
•$150 billion to expand high-performance and intercity passenger rail through existing federal programs, including $30 billion for Amtrak.
•A new $50 billion Green Railway Fund to electrify railyards and reduce emissions in high-traffic corridors.
•A $3.5 billion rail formula program to give states reliable rail funding.
•$500 million in Clean Air Act grants to reduce air pollution in frontline communities near railyards.
•$300 million for union-led workforce training centers.
The legislation is supported by a coalition of major labor and environmental groups, including the AFL-CIO Transportation Trades Department, SMART-Transportation, IBEW, Earthjustice, and the Sierra Club.
