Shapiro Administration Announces $41 Million in Rail Freight Infrastructure Grants
The Shapiro Administration has announced that $41 million in funding is now available to support rail freight infrastructure and safety projects across Pennsylvania. The Pennsylvania Department of Transportation (PennDOT) officially opened the application window for its Rail Transportation Assistance Program (RTAP) and Rail Freight Assistance Program (RFAP), with applications being accepted from August 4 through August 29, 2025.
Pennsylvania leads the nation with 65 operating railroads, and officials say the new round of grants will help strengthen a critical component of the state’s supply chain, support job growth, and enhance rail safety.
“Pennsylvania's rail freight network keeps goods moving and supports the economy, making it a critical piece of our transportation infrastructure,” said PennDOT Secretary Mike Carroll. “These investments are another example of the Shapiro Administration’s commitment to bolstering the business community and enhancing rail-line safety.”
The state’s freight rail system spans approximately 5,600 miles and plays a vital role in connecting industries and communities. In 2024 alone, $55 million in rail freight grants were awarded to support 30 projects, helping to create or sustain 344 jobs.
RTAP is funded by capital budget bonds and focuses on large scale capital rail projects, while RFAP is backed by the Multimodal Fund created under Act 89 of 2013, providing broader assistance for infrastructure improvements and service expansions.
Eligible businesses and rail operators can access application materials starting Monday, August 4 at 8:00 AM, with the deadline set for Friday, August 29 at 4:00 PM.
