The City of Erie is pushing back against claims from Erie County Executive Brenton Davis that it is stalling a proposed 25-unit tiny homes project for people experiencing chronic homelessness.

City officials say the development must meet Pennsylvania construction codes, which require permits, inspections, and detailed plans before work can begin. According to the city, Davis’s team has not yet submitted the necessary plans for review, despite receiving a checklist of required steps.

“These codes are in place to protect residents and neighbors,” city officials said in a statement, noting that while the housing is labeled temporary, similar projects have often become long-term — raising concerns about infrastructure and safety.

The city says it remains willing to work with the county but stresses that full compliance is essential before the project can move forward.
